Issue with FHM2 Downloading

I've had a problem for awhile and have tried numerous avenues but none of them seem to work so I thought can't hurt to ask the whole FHM community.
On an older version of the game I was unable to load FHM, then a new patch came out awhile ago and I downloaded it and I kept getting an error message during installation so I uninstalled everything.
After which I was unable to ever install the game again. I have tried both the eSellerate version and the Steam versions and both give me the same error.
After downloading I go to install the game and I get an error code that the game is in use in a temp file. So I go delete the temp file and it just creates it again and gives me the same error.
Anyone have any idea how to get around this?

Have you tried running the install/setup file as administrator?

Yeah doesn't seem to make a difference.

Do you have two hard drives on your pc where one you have full permission and the other you do not? I had this issue with mine and running the install as Admin fixed it. I haven't had to do that with any update since. Just the original install oddly enough. Or do you have a Mac?

No just one hard drive on a PC laptop.
