How much does the "scout international" rating do?

Does anyone know how much of a difference it makes in the quality of the scouting discoveries you get? Curious.

I think I have noticed some difference in the quality of the overall individuals found, not necessarily the number of discoveries.

There is also the issue of the scouting budget, which likely provides some basis for whatever quality variable is applied.

I would be curious to see what other folks think.

I'd probably want at least at a Green rating if not a "low blue" (like Excellent), but I think the budget does more or has a bigger impact with it still being wildly random and relatively rare for an "out of the box" quality prospect.

Or it could be that the budget impacts frequency and the reason I see more with higher budget is because I'm rolling the dice more, so to speak.
