Scouting Ratings

I have a question about scouting. I am playing OOTP 9.

My Scouting Director has the following stats, Major Leagues 58, Minor Leagues 100, International 65, Amatuers 100, Projection Neutral
Budget is 25% majors, 35% minors, 5% international, 35% amatuer, $10 million budget.

The major problem I can't figure out is why I have a ton of 5star potential guys in the minors, but once they reach AAA they stop at 2 or 3 stars on overall and never seem to reach the 5 star level. Also, the majority of them are pitchers.

I usually draft in the final 3 or 4 each round, but I should be able to land a few hitting stars.

Is there something I am missing? Why is this guy continually missing?

A lot of pitching prospects never reach their potential in control, causing the potential rating to go down. It's extremely common in the game and IMO is very realistic that way. Some great prospects just can never find the command/control necessary to be a big-league pitcher.

It has nothing to do with the scout.
