Purchasing Players from Indy Leagues

I have a fictional league with three levels of minors. I have two independent leagues where I set the option that players can be purchase by other leagues for a nominal fee.I am not seeing any players purchased from the independent leagues.I believe they only other league is MLB unless I have done something wrong, yet again, any ideas why players are not being purchased from Indy? It appears to me that their are bargains to be had in these leagues.

Hmmmm, that's a bit troubling. That sort of situation should have been corrected about two versions ago. Is that something you're just now seeing with OOTP20, or did you see that with 19 as well?
