AI doesn't manage teams, sign players

Seems this is already known. I went a couple of seasons with all minors full of teams that didn't have catchers. Didn't sign catchers, didn't use catchers.

Also minor league teams not signing enough players.

File uploaded is New Majors. Already up there.

This should be one of the bugs fixed in today's patch.

We plugged a hole that occasionally came up with signing minors players, where if a team had an excess at one position it would interfere with their signing guys at other positions.

Did you see why it focused on catchers? Because that certainly seems to be near the heart of the bug. There are minor systems with full rosters sans catchers.
