Training Hindererd by Level of Competition

Can anyone tell me what this means? There's nothing on it in the manual. Most of my young players have this box checked in the training menu. Does it mean that they are not ready to play at this level, or not getting enough ice time, or both, or what???

Without seeing it directly, the unofficial-official star rating system can give you an idea:

The star ratings are relative to the league you're currently employed in (or the NHL if you're unemployed), so the same player will have different star ratings from different perspectives (e.g., an NHL team may see him as 1-star, where he might be 3-star in the ECHL.) Typically, think of it like this:
0.5 - Below level - Don't start this player unless you have to.
1 - Emergency Call up - Start this player when you have to.
1.5 - 13th man/7th Defenseman. - Good to have around and will play some - can play better than expected.
2.0 - Depth - A league-ready player who will contribute when the matchup is right.
2.5 - Bottom 6 forward/low pairing D - Can contribute when necessary.
3.0 - League ready players. Will contribute nightly.
3.5 - 5.0 - Top league players.
Please note though: It's also good to note (Current) Ability vs Potential. A Five star potential with a one star current ability is much better suited for a lower level than playing on your 4th line.
Potential is just the maximum star rating he's expected to reach in the future; he may or may not actually reach it (and there's a small chance he could exceed it as well.)
The other thing is training is only so effective. You want the numbers to stay in double digits, otherwise guys aren't going to see enough boost to make a difference.

Most of the time, the level of competition warning is seen when the player is in over his head in a league that he's not ready for yet. It's also possible for it to appear if the player is much too good for his current league, but it's pretty easy to differentiate between the two - in the first case he's going to have a very low star rating relative to the league, in the second it'll be very high. In either case, it'll slow down development slightly, but it's often not avoidable because you have limited options on where to send the player; in that case you just have to consider the player a project and let him develop a little more slowly than normal until he can keep up with the play in that league.

Lack of icetime will also hurt the player's development to a degree, but there's not an explicit warning for it.

Yet I've also seen it pop up on veteran players in major leagues.

If the veteran isn't good enough for the league, it still applies to his development, although if he's older there won't be much development for it to affect.

Im in the year 2030 and almost every player in the OHL has an X under training. Is this how its suppose to be?

That's a little odd. Is that with a standard start, or a custom game that includes the junior leagues?

Just a normal start including each league. I control an OHL team.

Its been a ton of fun. I have just noticed a few small bugs. in the last few years once i got 10 years into the dynasty almost every team each year pics only G or only D or only F in the draft for 10 straight rounds. I checked 2028 draft by team and about 5 teams did all D 5 did all F 5 did all goalies. (10 straight rounds of goalies in OHL Draft) and 5 teams had balanced.

this is an example of a .500 team in the league. each team is more or less this with ratings from an OHL scout level. It seems to me that the players are a bit too low for what you guys would want but im not sure I kind of like the low ratings. each OHL Draft has only about 5 guys rated 1 star current ability sometimes 8 to 9 guys with 1 star by draft time.
