There's definitely a few issues there-- out of those fifty players, only one is playing in the Canadian Major Junior leagues. You'd expect promising Canadian players to be playing there, as well as a smattering of promising European prospects selected in the CHL Import Draft (See: Nylander, Sergachev, Juolevi, for example). You would also not expect to see so many free agents, and there are even two players from Europe who presumably became free agents and are now playing on AHL teams!
Is there potentially an issue with talent generation in the Canadian midget and bantam teams that leads to Major Junior teams not having enough high-end talent to draft? Likewise, is there potentially a decimal in the wrong place or something when Russian players are being generated at the U14/U16 levels?
