Winter league roster problem

I setup a clone of the AFL for my international leagues and noticed my dutch team was doing really bad...like 0 wins and 10 losses which caused some alarm. I looked at their roster and they only had 2 pitchers! Poor kids arms were falling off. I noticed that that Dutch team had plenty of pitchers invited but all of them except for 2 declined. I had set my range of rejection to "sometimes". I had to manually re-set their fatigue level every few days so the team would have a chance and they went 4-38 on the year.

Anyways, the tournament roster setup should take precedence over whether the player accepts or not first. So teams have to have the right number of pitchers and batters even if that means the "sorry I don't feel like it" gets over-ruled. In the meantime I'm switching my winter leagues to a rejection level of "never" so that doesn't happen until it's fixed.
