Free agent signing bug / Can sign NHL players to below bar team

Howdy,

I just found a bug concerning free agent signing. I was able to sign NHL class players to Tampereen Ilves (Finnish League) with dirt cheap price.

Heres how it happened:
1. Select a free agent in this case I chose Alex Pietrangelo
2. He says not intrested
3. Press Meet demand and offer contract anyway, I offered 100k for 1 year just for the hell of it.
4. Sim a few days and voila you have 9.5 rated player for 100k

So I tested this with D. Stepad, offered him 30k for 1 year and same thing happened and no I am not in commissioner mode.

For me the problem is Rod Sarich (Brother of Cory) - player of the English League for many years - I signed him for the Sheffield Steeldogs after 7 years at Sheffield Steelers. Now I could never see this happening but that isn't the biggest issue. The issue is that he's rated 10.
