Expansion Teams' Minor Leagues

How do expansion teams fill their minor leagues? Do they scavenge through the free agent list? Looks like a few of their picks end up in the lower levels, but obviously they'll need to fill the balance of the roster slots in the minors. We haven't encountered any issues with these teams not bothering to fill up their ranks have we?

I have a 7 minor league fictional system and both expansion teams signed over 100 players after the expansion draft. No problems at all.

Every year, there are a LOT of minor league free agents, between the six-year-plus veterans and the players who are just plain waived. Plenty of players for expansion teams to sign.

If you are concerned, you can always add on extra draft picks at the end of the Rule 4 draft for the expansion teams. Of course, any non-drafted player goes into the free agent pool, anyway...

EDIT: I should also say that I manually control expansion of the minor leagues (because I hate the way the game does it, with geographically inappropriate teams). To that end, I add the Major League, Triple-A, Low-A, Short Season-A and Rookie League team at the same year, add the High-A team the next year, and the Double-A team two years after the big club's debut. I'm pretty sure that's how they did it IRL with the Diamondbacks and Devil Rays. They actually did the Rookie and Short-Season teams before the major league club, because the teams participated in the 1997 draft before the expansion draft, but OOTP doesn't support that.

Actually, the Devil Rays and Diamondbacks participated in the 1996 draft as well.

The Devil Rays made 97 selections in that draft, and 92 the following year, which means that 189 players were drafted by Tampa Bay before the big club played its first game!

I did the same thing.

I will say, my minor league teams did stink for a few seasons.

in '17 the minors come stocked with players already, probably to simulate them participating in the previous draft

Non drafted players are not released if you're not using feeders. they get added to the pool next year

I don't find that to be the case, but I haven't advanced a day yet. At this point, the only players at that level are ones chosen in the draft that, for whatever reason, are not placed on the active roster.

Although, you could manually create those as unaffiliated teams in advance and affiliate them when the time comes.

That just leads to the problem we had last year with Boston 2/Seattle 2. At least there's a purchase price setting this year to minimize the damage.

I have done a few tests with my leagues, and have not found this to be the case. The minor league teams started out blank, but all got filled up to the roster limits by Opening Day of the next season.
