Best way to do league contraction?

I have heard that Contraction in OOTP is a mess. However, I want to do a league where that is exactly what has happened.

The idea I have is that the 2008 US housing market crash lead to a world wide depression. The 2009 season goes off as normal, but afterward the Florida Marlins and Washington Capitols fold. 2010 season is played, but then San Diego,Oakland, Minnesota, Arizona fold and the Angels move and become Washington Senators and Tampa Bay moves to Montreal.

What is the best way of doing this?
One idea I have is to create a 2009 historical league and run it, deleting teams as necessary until the 2011 season. Then create a custom league and just import the 2011 teams
