Fictional League Set-up (Team Spending)

How can I adjust my team's budgets in OOTP16 for a fictional league?

I'm,planning on doing a fictional league with only NC teams. I want to make sure that after I create my league that my Raleigh,NC team has more money to spend than my team in Bath, NC. As of now, the only way I know how to do this is that once the teams are created I look at their budgets and then change their names and logos around. I don't want to do this because I want my divisions to be regional.

Any help would be appreciated!!!

Just found this...So if I go to front office then edit financials I can change the budget.

1.) If I do this before my inaugural draft will it take affect for my teams drafting? Or do I need to adjust this a little each year?

2.) is changing the budget, market size, or both the best way to effect team's spending?

The best way to effect team spending is to control income.

Market size can be a good tool. You can also set stadium size and ticket prices. There is an option that stops ticket price changes. With these options you really have a lot of power over income.

If I have it correct the game will redo budgets based on the payroll after the draft.

Correct. So you can set Draft Budgets before the draft which will then dictate Budgets after the draft.

Draft Budgets are for inaugural drafts and amateur drafts?

Thank you to everyone who posted. Hopefully I'll have time this weekend to experiment with it.

I've been playing the free version ootp 8 for a few years and have tried a few leagues, but the price for 16 was too good to pass up. I'm looking forward to playing with this new version for years to come.
