What Are The Ideal Random Debut Settings?

I am in year one of a new RD league and none of my pitchers throw harder then 89-91 including Roger Clemens. I checked also in the editor to see if my scout was off and it also says 89-91. I have 1 yr recalc on. i will post my settings in a bit.
Why would even Rocket be so low for velocity as a rookie?

Clemens is 23 in my random debut and in his 3rd season. He throws 94-96. League started in 1978 and will remain 78 always.

I started in 2013 so in 2014 or 2015 I will add ST Louis Browns, Seattle Pilots, Brooklyn Robins, all the defunct teams.

Mines pretty much a fictional setup. Used the 78 season in the historical wizard, but deleted 6 teams from the AL and 4 from the NL leaving me with 16 teams total. 8 in each league. Using a 112 game schedule.
