I max out player management and negotiating for GM and zero out self preservation since I set that I can't be fired I max tactics, in game tactics, and motivation for the head coach and leave everything else at 4.

Thanks, but what about when I hire a HC. Are the stats I mentioned used from his values and mine unused?

If you have a head coach, his stats are used for the in-game and training calculations, not yours.

From readling the manual it would seem that the player management stat is not taken from the GM? But after a season that stat is in the left column when you chose which stats to improve in yourself (and I thought that column was for "GM" stats).

Player Management is used by both roles, but a bit more by the coaching side. If it's affecting something in a coaching capacity (e.g. keeping the player's morale from affecting his performance in a specific game), it'll use the Coach's rating; if it's something on the GM side (e.g. preventing a morale drop when sending the player down to the minors) it'll use the GM's rating.
