Yes they are working, no you do not get to keep the packs once the reset happens on Friday

I did, for multiple seasons, did not get a pack, hence why I asked.

Found out that they don't "pop" when you get them, ie. you can't see that you've earned one until you log out and log back in.

very good to know; am I understanding correctly that the pre-order and PT20 return user gold packs will come back on Friday, but any Challenge Mode ones will not?

Correct, challenge mode packs are tied directly to the team that earns them, but the loyalty and preorder packs are tied to the account, so they come back when the server is completely reset, which it will be on the 20th.
