[Feature Request] Option to turn off scouting

Given the state of the scouting system at the moment, it would increase the game's playability.

I would disagree as we need it there in order to fix out the bugs.

I'd agree, except for two things:

1. There isn't enough functionality there to use the system yet in the first place. Most scouts have garbage ratings. You can't set parameters. There's no easy way to select multiple people to scout. There's no way to filter and review scouted players. And even if there were, the database isn't even close to being final enough to be able to judge the scouting system anyway.

2. The developers have said and demonstrated their desire to make the game as playable as possible for the public beta. This is a simple feature that's necessary for the September release anyway, it only makes sense to implement it as quickly as possible. It's not like it depends on any other features.
