Rules Changes

Do rule changes happen much as you move through a franchise starting in 2019? I’m in 2022 and haven’t seen any rules changes happen. Does enabling commissioner mode at any point make it so rules don’t change?

They are random I just had the secondary roster increased by 2 players in 2026.

The game changes rules only if League Evolution is enabled, and then the changes appear to be random. I think that there's a bias toward expanding rosters, adopting DH and expanding the Major Leagues. I'm quite sure that league contraction isn't a possibility, nor are there changes to the rules of play (not even when one begins in 1871 and proceeds forward).
