Unwanted Fictional Free Agents

I have developed two fictional leagues with historical players--the Cup of Coffee league featuring players with very few games in the majors, and a recreation of the Federal League with actual Federal League players. As I update versions, I transfer the games to the new versions. I just finished 1914 for the Federal League, and early in the offseason I noticed my GM signed an unfamiliar free agent for the team I'm managing. This turned out to be a fictional player, and then I noticed a dozen or so fictional free agents the game had created. Since I'm trying to populate my teams with actual players from the era (not necessarily real life Feds--I'm trying to make the league into one that was successful instead of folding after two years) this is unwanted. I know the game has done the same thing for my Cup of Coffee league as well.

I know there has, at least in previous versions, a way to prevent fictional players from reaching the major leagues, but since my games are fictional from the start, I'm wondering if this restriction won't work here (the Federal League and Cup of Coffee league not technically being "The Major Leagues"). At any rate, I can't seem to find that checkbox for preventing this anyway. Now, since it seems that the game only creates fictional free agents in the offseason I guess I can just check and delete them before they wreak havoc on my carefully constructed leagues but if there's a way to prevent it that would be best. Another option would be to find names of historical players that play the same position as my unwanted fictional ones, and just change the names; it's not like I've been really concerned about the historical players being just like they were in real life (for example, I cheated just a wee bit and made Moonlight Graham into a stud, along with anyone else who I like) but again, I'd rather not go to that much work if I don't have to.

Thanks, and sorry for rambling on!

Game Settings > League Settings > Rules > Amateur Draft Settings

Make sure the "Disable automatic creation of free agents and fictional draft class" box is checked.

I have set the RULES to "disable automatic creation of free agents" but I am still getting them. Is this due to me using Minor Leagues?
