OSA Rating V. Head Scout

I did a few searches and could not find a decent answer.

What is the difference between the OSA Rating and the head scout rating. I signed an IFA who has a potential of 80/80 to a sizable signing bonus. Once he accepted I clicked on the OSA rating button just to see what it was and it showed he had a 21/80 rating. Did i screw up by signing him to so much? He was the top player and was asking for around 3 mil.

Trust your scout if his ratings are good. There's one (Tail Ban) who is probably the best scout in the game. Hire him if you can, then trust him. OSA is the general rating and can be used as a ballpark, but always trust your scout over it.
