I wouldn't read too much into the specific ratings. There are very few mlb catchers who are incapable of throwing out even fast runners, especially if the pitcher keeps the runners close.
As far as getting run on, well there aren't any MLB catchers that throw out even 50% of baserunners, no matter how good their arm is.
So it seems to me that OOTP and iOOTP actually strike a pretty realistic balance with stealing and cs numbers.
