Probably a dumb question ...

... but I have never played much historical until this past week or so.

So, I'm wondering, if you have the "Recalc player ratings based on real stats each year" checked, does this mean the ratings will be refigured according to the player's real-life stats? Or his 'real' stats in the past OOTP season? and, if you uncheck it, does that mean players' ratings won't be recalculated at all year to year?

This option has my feeble old brain confused ...

Real Life stats for the upcoming season.

If unchecked the players will develop using the OOTP development engine based on their potential ratings and age and may or may not turn out the same as real life.

What I thought, but wanted to check.

Another quick question ... In historical, settings are default to not generate international and independent league free agents. If you also check to generate historical rookies, does that mean all players for yearly drafts will be real historical players? I ask because I'm wondering, in this case, if I need to go in and alter the ethnicity numbers like I do in modern play to keep the odd nationalities out ...

Yes all rookies will be real players. If you have a draft they will be available for the draft the November before their real life rookie season. If no draft is selected, the rookies will appear on their real teams (unless you select to have them all enter as free agents).
