This is more than just commish mode. The problem exists even outside of commish mode. That part should be changed

If one chooses to play in Commish mode, then one should also choose to police oneself on these sort of things.
I, for one humble one, can accept this. It makes sense.

Colonel, you may have to be more specific and demonstrative, in this case. When I tested it, it was pretty conclusive that:
  • Whether you were commissioner or not, you would get the popup message.
  • However, if you were commissioner, the healed player could hang on the DL indefinitely.
  • Only when you dropped out of commissioner mode would the game halt and refuse to continue until you resolved the situation.
If this is indeed by design, as endgame has graciously found out for us, then in what way is this still an issue? You say "The problem exists even outside of commish mode." How so? It did not appear that way to me: Non-commish? Do not pass Go until you take that man off the DL!

Thought I'd bring this up again since the final patch is being developed.

It should be implemented though

The misunderstanding of this entire thread, is that this is happening even when YOU ARE NOT playing in commish mode. You are able to store fully healed players on the disabled list simply by not re-activating them.

I am going to bring this up again because I don't know if the issue was ever really resolved...remember the issue was outside of commish mode, not in it.
