Adding Cash to a deal

seems to have almost zero weight when the AI is considering at trade. What gives?

adding cash helps when keeping AI teams from going under budget .... if they go over budget by a million then offer than then they might accept .... works for me about half the time.

I find that it can change the quality of the secondary players demanded by the "make this work" button. I've also demanded money from the AI in order to take on salary.

I don't know what the correct effect is but it has an effect.
