The are based on overall player evaluation AI (which does include stats, depending on your evaluation setting) and the league average at the player position in the other minor league. If a player has reached X percent of league average at his postion, the AI suggests to call him up / send him down.

When you have the game set up so that your minor league managers handle promotions/demotions, why do they give you those recommendations instead of just making the moves themselves?

Because sometimes the player(s) at the position at the upper level are simply better than the player in question, so he's basically blocked.

Well that then begs the question that if the AI doesn't really think promoting the player is the optimal move then why make the recommendation? It just seems strange to give the AI all the power over promotions and demotions and then have it give me recommendations on a promotion that it doesn't carry out itself.

Certainly you still want the recommendation. As a GM I definitely want to know if my players are ready for the next level, whether I have room for them or not.

Do you think you shouldn't be informed of this?

Markus, if the player evaluation is set to stats-only and no ratings, will this be based on just stats?

The unknown factor in this is how often are players shuffled around in OOTP minor league organizations as compared to real-life organizations. Someday I going to put together a database of all minor league transactions over the last four seasons so that there'll be a nice set of reference data...

I think it works pretty well in OOTP 13 at least.

The only thing I find unrealistic is that the recommendation often sticks around after a player is demoted a level.

I find it a little too quick to recommend demotion, too, but that's a matter of strategy, I suppose.
