Some questions from a rookie

First off, if this is the wrong thread, sorry.

I get the on ice stuff, score more goals than the team you're playing against.

I get there's a salary cap which you can't go over and a salary floor and you can't go under that.

But here come a couple of questions:

1) Bob Smith is earning $7.5 million, but only $6million of that is a cap hit, why/how?

2)Waivers. Do they work like waivers in MLB?

That's it for now, but I might have some more questions later. Are there any good sites where I can learn about the Hockey F/O rules/workings etc?

In the NHL, the cap hit is determined as an Average Annual Value.

Example - if Bob Smith signs a 3 year - $9 million dollar contract. The cap hit is $3 million regardless of how much he is actually getting paid out in each year. (it could be 4-3-2)
