scouts and expansion draft

When doing an expansion draft, I'm noticing some strange scouting from my head scout. Examples:
Pitcher 1: current stuff/move/ctrl: 13/12/10.
potential: 1/9/9
He's 29 yrs old and uninjured. MR: 2.5 stars/2.5 stars

Pitcher 2: current stuff/move/ctrl: 11/12/13.
potential: 1/8/8
He's 23 yrs old and uninjured, MR: 3.5 starts/ 3.5 stars

My head scout is rated a 19 at pitcher scouting. Any idea what could cause this? SISA has both players at current ratings = potential.

Also....I'm wondering....scouting a league normally takes time. When you do an expansion draft, you create a team and the draft is in 2 days. What is the implied quality of scouting reports on expansion drafts? Is it implied that the scout did full scouting?

Run a test.

Create a new league and run a season. Then add some teams. When you look at the scouts ratings, use commish mode to compare with actual ratings and let us know how well of a job they are doing with respect to scouting for an expansion draft. There could possibly be a need to stretch the gap between expansion and expansion draft.

I should be able to do taht now. when i go into commish mode, where can I see the actual ratings?

Under game setup turn off scouting. Alternatively, go into the player profiles, the tab on the far right to edit player.
