I believe there also may be rust associated with lengthy injuries.

Rust and its effect is very individual and transitory. IMO there should be no way one can see it, nor should it be a hard number in game. Some players need 4-5 AB to be ready others may need 3-4 games but it seems to me that those who need longer may not have "skill rust" but likely need physical action ie muscle stretching via game play. Those who are ready quickly may be naturally loose all the time. I saw this playing and watching many sports in my younger days.

Certainly players should feel the effects of "rust" differently

But, teams shouldn't be 100% in the dark about it.
In OOTP there's no way to, say, watch the player throw a bullpen and see where their velocity and command are. This is something that would happen in real life and the team would decide if the player is ready to go back to the big leagues or on a rehab assignment.

That is true. Since we have no way to watch a player throw bullpen sessions or observe a hitter coming of the IL in the batting cage, it makes sense to me that the trainer or coaches could have some way to relay at least some information to the manager as to how ready someone might be for every day or normal usage. I don't know if any kind of hard number is needed for this other than the fact that the engine would need something to go off of to make these reports. So maybe something that is totally "under the hood" and not able to be seen by the user would be reasonable.
