National Team league setup question

I'm looking to set up a World League that uses national teams. That is, each team is made up of players only from that nation. My question is regarding the feeder leagues that will keep the national teams going into the future. I plan to have financials turned off, and I will not be utilizing a yearly draft. I'm assuming the players will simply go into the free agent pool once they are done in their respective feeder leagues (i.e. they reach the max age level in their feeder). Once that happens, will they be acquired ONLY by their own national team or can they be picked up by any national team even if they are not from that country? I have the foreign players limit set to No Foreigners allowed, and base limit on set to Team Nationality. So my thinking is, with those settings, free agents can only be picked up by their own national team. I'm just wanting to confirm this thought process. Anyone else do something similar?

question

Im setting up a world league as well. I dont want foreigners to be allowed to play in their league, only in MLB. EX. Japanese players can only play in their league or MLB, not in Cuban League. But whats the diefference between League Nationality or Team Nationality under the roster rules? Isnt it the same or are they considering all the leagues under the League Nationality?

I believe Team Nationality is used if you have a league where the teams span over more than 1 country, but you want the teams to either only be able to use players from their country or have a limited amount of foreign players.
