Complete noob question...

How (or if) do I start a career with current MLB Rosters and teams but still have the ability to add teams and reconfigure divisions and playoffs?

I noticed in the Interface and Controls section a page has been added for Baseball Cards but the page contains no data.

Go to the settings button (wrench) in the middle of the toolbar (above where you see the name of your team) and under the functions tab there should be a button that says "Expand league & Expansion draft". As for the playoffs, in that same setting area, go to the options tab and there will be a place to customize playoffs. Hope this helps!

This is #1 on my wish list. I know a living manual is a great thing and is better for supporting the product...but I am one of those not uncommon people that cannot stand reading documentation on a computer screen and would love to have a manual to thumb through while playing or while on the john

No. As it stands now, it's still incomplete (the guy who was doing the creative writing (by far the bulk of the job) seems to have disappeared, and I lack the HTML/CSS knowledge to do anything but correct minor mistakes), but that's not the problem.
