Are start times local?
I am pretty sure they are based upon previous experience but I am hoping someone can confirm so that I can save the time on a test. It is ambiguous per the manual:
time - The start time of the game in military time. For example, time="1905" would be a 7:05 pm start time. The time attribute is required. |

I am 99% positive that I know what you mean, and that yes, they are local. This is the basis for time zones: Example: Game at 7:05 PM for a game in London would take place at 3:05 PM in Philadelphia, with no DST.

I'm building 7 schedules for the PBA based upon MLB schedules and I'm going through each one day-by-day and making sure start times makes sense. |

Yes, OOTP schedules use local time values. But keep in mind that if you are assigning unique local start times to certain clubs those will only apply to the correct home team in the first season the schedule is used. When OOTP recycles that schedule for the subsequent season, the teams are shuffled amongst the schedule slots, and thus those unique times will likely be used by a different club.
