Amateur Draft - Regional Players?

I am currently running a fictional league that is set in the New England region. When I started the league, the inaugural draft consistent of about 95% New Englanders, which is what I was hoping for. However, since then each amateur draft has been with players across the United States. I checked the league setting and I am still in the New England region.

Is there any way I can set it so the players are coming primarily from New England again? Not really complaining, it was just a nice touch for the league. Thanks!

League setup - Players Tab. Here you can specify which country your draft players originate from.

Unfortunately, you can't specify a specific region of that country.

The only option IAO would be to edit the World XML and make NE it's own country.
