Offering FA contract issue
I got an issue that Im not able to send an offer to FA. I can ask for response or meet demands but Im not able to sumbit the offer even though there shouldnt be any salary issue.

That looks like the offer has been already submitted - the message from Burns has switched from asking you to submit it to saying he'll get back to you.
