Can't sumbit FA offer

I wrote the issue before but nobody answered, it happend again. In two games - Sandbox and PtG Im not able to offer to Free Agent. Either RFA or UFA, I can meet his demands and I also can Ask for response but I cant actually submit the offer. My salary cap and budget are both fine.

Screenshots? Assuming it's the NHL... what's your contract count at?

Not sure if this is what you mean or not but I'll take a stab at it. When you make your offers, hit ask for a response and see what the player says. Keep doing that until the player likes the response, once he does if you click "Action menu" then "submit offer" will now be there. Its just not there until the player has a positive reaction to your offer.... hopefully that's what you were looking for, if not I'm sorry! Was just taking a stab at it and hopefully that'll help. If you meant something else I'm sorry

Ok my bad ha ha, I just pulled up your screenshot and enlarged it so now I see what you're saying. He told you its a fair offer and still you cant submit... hmmmmm, I'm not sure why that is. Sorry was hoping I could help. Anybody can help hopefully that's reading this????
