in OOTP 17 is it possbile to set up DSL?

Is it possible to make it a forgein player only?

Is it possible to do a free agent draft prior to starting the league up?

Can anyone point me in the direction of someone who might be able to answer my question and some other questions?

When I post in the FHM3 forum I get an answer from Jeff usually in under 24 hours and from other forum members in about 24 hours.

This is my 3rd question in the OOTP forums where there are numerous views but no replies?

Am I phrasing my questions incorrectly or breaking a rule? Is it two completely different communities and so the help is given differently?

Please let me know if there is a better place to post questions or ask questions to receive help.

I do not know the answer to this question. I know the DSL ships as a MiLB league with the game but I do not know about making it foreign only.
I would ask a question like this on the OOTP18 boards. Just let them know you are playing 17 and not getting responses here.
