Continuing education
In what seems like every draft, there are players (usually from high school) who are "impossible" to sign because they want to continue their education. In that case, why would they declare for the draft? Such players should not even be generated.

"Impossible" players in the draft pool sometimes will sign, if they get an astronomically good offer.

Several real life players have been convinced by teams to pass on college.
