Scout retirement notification

Scouts immediately retiring at the start of the off-season with no advance warning/notice is problematic in online leagues. Many leagues finish the playoffs and sim large chunks right to arbitration, then right to the other major milestones (Rule V, FA Filing, etc). This means going portions of the off-season when scouting is key with no scout.

A seemingly easy fix would be an early notification of the scouts intention to retire, perhaps at the end of the regular season, which would allow impacted teams the lead time needed to get a scout in place for the off-season.

that'd be a good thing.
i'd also like to have the option (in commish mode) to retire coaches, managers, scouting directors instead of firing them.
