Minor league development question

I know you can move a player up too soon or too slowly, but does it matter what level a player is on during the offseason?

Depends I moved guys from all levels of A ball up to AAA or even MLB if they are destined to perform then they will.

Others you got a guy crushing AAA and you move him up and is awful and takes 3 years of going up and down before he sticks.

I'm sure commissioner mode or something you might be able to tell. In challenge I just have to rely on stats and current rating as a backup.

Guys get prickly when I demote them so I try to only push them up at the end of the off-season, not the beginning in case something changes with their scouting report or the makeup of the team. I don't want to promote them in November and then demote them in March.

I don't know the answer to the actual question though. But, I haven't noticed a difference in development.
