Who do you place on your 40 man

For the first time in like 13 years (OOTP time) I finally filled out my 40 man roster, usually it hangs around 32-34, this was due to an influx of prospects from my rebuilding phase, the thing is my 40 man is about to go down to around 34 since I'm going to trade surplus for semi serviceable pitching staff, my question is, who would I put on my 40 now? Some 1 star AAA pitchers? Some random semi serviceable rule 5 draft able players? I kind of want to fill out my 40 man for the season so I can get some guys up for roster increases.

There's no reason to completely fill your 40 man roster just for the sake of doing so. The only reasons to add a minor league player to your 40-man are to 1) protect him from being taken in the Rule 5 draft and 2) make him playoff-eligible (depending on your settings). You can always add players directly to your active roster if you want to call them up (which adds them to the 40-man at the same time, of course).

So I would evaluate your options with those criteria in mind. If anything, you want to avoid putting minor leaguers on your 40-man if you can, in order to delay having to use up their options. And having a completely full 40-man roster complicates things like picking up players off of waivers or making trades in mid-season.

Also, players returning from the 60-day DL.

Well I just want depth honestly and I can just Wave and DFA the ones I don't want, the reason I want a full 40 is because well most MLB teams have full 40s and you know MLB sim...
On track though, I just wondered if I should add triple A rule 5 eligible or just old pichers, and I don't really need to add them to the main roster during roster increases.

figure if their potential is ~40+ out of 80 (1/3rd of your scale), they might get picked in the rule 5 draft. place the ones you want to keep on the 40-man. let it ride or use the others in trades.

if they can clear waivers without a doubt, there is no reason to protect them.

if you meant real life times, the 40-man is filled only out of necessity. each player is there for one of the reasons in the posts above. if you meant teams in your league, they should also all have a reason, too. the ai might just be a bit more conservative on protecting players (possibly a lower rating than above).

the less often you designate a player, the less interruptions to playing time for the fringe players and the lesser the impact on development. it's in your best interest to avoid that DFA shuffle, unless it's a necessary evil.

Most teams don't have a full 40. They may right now in spring training because the 40-man has filled up through offseason moves, but as they make moves and injuries happen, a lot of teams will have an open spot or two during the season.
