Association Playoff Rules

Been getting back into playing OOTP after a long layoff by playing OOTP 14. I setup a fictional universe with two leagues and an association setup between the two. I got through the first season and when I got to the association playoffs, the playoff setup was not correct. I had setup the playoff rules with fixed positions with a certain league having the home field advantage this particular year. But, when I advanced to the association playoff, it did not follow that setup. It appeared it gave homefield advantage to the other league based on winning percentage.

Was this issue ever noted by others? Or am I missing something?
