Issue with assigning draft picks to non affiliated teams.

Sorry, I am a noob to all this!

I set up a promotion/relegating association with 4 levels. To simulate different levels I set leagues to MLB/AA/R/IND. I also have a universal draft but the catch is the bottom league teams gets last picks in the draft no matter what to make it harder to build up.

My question is, I noticed that certain draft picks are being dumped onto teams in the second division, double A teams. Any idea how to stop this from happening so that they just stay on their parent team or reserve roster? Do I need to set up a minor eagle affiliate for each team and if so how do I do this?
