How do i manage an international team?

You have to be hired first - you'll typically get some job offers at the end of your first season.

will it be by the country or would it be like Country U20 offers you a job or Country U17 offers you a job or is it only the main country roster for like World Championship?

It'll be the individual team - any one of the main national team, U20, U18, or U17.
