Tim Keefe not available as 2-way player
He has ratings at several positions, average hitting, and would actually make for a decent pinch runner. Seems like he should be available to play 2-ways.

All players are available to be used as two way players. You have to check the box in their Individual Player Strategy settings that says "Use as Two-Way player."

The changes they made recently to who is allowed to be a 2-way player in both 19 and 20 is too restrictive.
