Do scouts improve over the years?

Will my scout get better and or worse over the years?

To edit your scouts abilities. In commisioner mode click on your scouts name through the personel screen(not the scouting screen!). There you will see an editor tab. click and you'll see everything you can edit... abilities, contract, age, etc.

coaches can change, so i assume scouts can, too... i've not paid attention to them in the same way. (the other personnel, too)...

can owners change over time? that might be something that stays consistent.

I actually have ran some tests on this and I don't believe scouts change all that much. The highest I saw was about a 15 point change in a rating. Full disclosure, it wasn't a comprehensive test. I just tracked about a dozen scouts over the course of 20 seasons

coaches change very slowly too... so, probably the same deal, if we put what we've seen together.

still not 100% certain one cannot skyrocket, but must be rare if possible.

In my league (online) I swear my scout has regressed in one season.
I want to he was.
Reputation: Good
Majors Good
Minors Excellent
Int. Excellent
Amateurs: Legendary

Now
Rep: Good
Major: Decent
Minors: Good
Int. Good
Amateurs: Excellent


Now the question is his rep is still the same Good. yet there is a scout available showing
Rep: Decent but his stats are
major: Outstanding
Minor: Excellent
Int: Outstanding
Amateur: Outstanding

Do I dump mine for this guy? I haven't seen this guy on the list before and it's mid season.

first, i'd look into whether there is any inaccuracy between the profile feedback and what is inthe coach's profile editor with commissioner mode on (90% sure that's not the case). open a few coaches, then see if the #'s are 100% consistent with threshold of those verbal cues (poor-to-legend). find the demacration line between any 2 verbal cues and type it in yourslef on a few of them, if need be. (if 5 cues, 200/5 etc) poot, fair, average, decent good excellent and legend? 7? oh unproven, so 200/8 is a good starting point.

i've never seen a huge change from 1 year to the next, but those verbal feedbacks have a very low resolution. a 1-tick change out of 200-pt scale could cause those words to change from good->decent... but, not frequently.

if he was on the "line" for all of those categories, that's be quite a rare occurence, i would think, while still plausible too.

Where are the verbal cues located? When I imported an online league from v17 to v18, every manager who did not have legendary status dropped one reputation level.
