Does Pitch Count Matter?

For young, developing starters. Is it at all tied to changes in stamina or ability? If yes, what do you guys usually set it at?

Yes, and I believe there is something in the game called "pitcher abuse." Somehow it monitors pitch counts, compared to individual player stamina and what is normal in stamina for the league as a whole (seen in league strategy) and if it's excessive over time, it could lead to injuries.

the last pitcher that I am aware of with 100% certainty to throw over 200 pitches in a game with 229 pitches was Denny McClain back in the mid to late 1960s ... Even Jack Morris threw 150 pitches many times (1980s) Verlander would throw 120 to 130 a game... the problem with pitch counts is one or both is quailty pitchers or managers now wanting to cut short their work.

In my game I keep pictching my starters till it says tired. Disapointing sometimes they tire easy even with stamina at 19 or 20 (out of 20)

I should mention I'm referring to setting a pitch count for young pitchers when simming out games. What do you guys usually set it at?

75 for my best prospects at A+ or above age 21 or below. Allows them to pitch around 4-5 innings per game.

What about for 21 or over? In 2013 I have Jacob Turner and Trevor Bauer set at 100. Both have less than 2 years of service time.

Abuse points are certainly part of the game. I wouldn't pitch too many games above 100 pitched until a pitcher reaches 25. And don't set it to 100. Set it to 92 or so. The pitcher won't be removed in the middle of an at bat so if he starts a new at bat at 99 pitches, he could hit 107 pretty easy.

Basically what Cody said. If I have a promising prospect in the higher minors (or even low minors) that is 21 or older, I usually set the limit at around 110 or so. If they make the Majors are between 21-25, I keep a strict innings limit (sort of like Strasburg) and set a pitch limit around 100.
