No, as far as I understand things, OOTP doesn't get this right at the moment. The language used in the section you quote makes it sound like a "Qualified Free Agent" needs some special qualifications in order to be compensation-eligible. But he doesn't; he just needs to be a free agent who has been with his team the whole year.
Had the Tampa Bay Rays wished to extend a qualifying offer of $14.4m or whatever the threshold was this year to C Jose Molina, and had he (idiotically) declined it, he would have netted Tampa a draft pick had another team (idiotically) signed him as a free agent.
In OOTP, however, some FAs are "eligible" to receive a qualifying offer, and some are not, and those eligibility requirements are based on OOTP's perception of how good the player is. It's those eligibility requirements I'm suggesting be eliminated, since they don't exist in real life.
And I'm sure if I'm wrong about all this, LGO or someone else will correct me.
