Bullpen woes

I realize that I'm still a new player being that I'm only in my third year of a franchise, but holy cow what does it take to have a consistent bullpen?

I'm seeing players that I've traded or could not resign do better on new teams than they did for me along with my recently signed middle relievers constantly blow saves and give up runs.

Any tips and advice would be great cause I'm finding the game a tad frustrating at the moment.

I highlighted the key phrase with the intention of pointing out that these things even out over time (unless you are a terrible GM and/or your scouting is worse, that is ).
