Why are my minor league managers/ASST GM not signing minor league FAs

Do you have ghost players turned on? I've found that's one of the reasons the AI doesn't sign people

Go to your team home page and select Settings. You will see it about half way down.

To get a better idea of your settings (manager and team) can you post a GIF or screenshot? That may be helpful to see what your choices are. Also what are you playing as, GM +Mgr./ GM only / Mgr. only...? Without seeing your screen, it sounds like your GM settings are for human control only, but I don't want to definitely say that without seeing the screen.

I posted a link to a screenshot in my original post. What other screens would you like to see?

Some of this comes down to other issues:
-Are they leaving the team illegally staffed (ie. only 8 guys on the roster), or are you more concerned that they're just not signing other minor league talent?
-Are there guys available? Depending on league setups, sometimes you can "run out" of minor league FA.

Generally speaking, they'll find any warm bodies to get to the regular roster limit, but just because you have minor league signing set, they're not generally very aggressive at finding other minor league talent, so don't expect them to sign many good players.

They were leaving the rosters illegally staffed. 13/14 players. I've had to occasionally go through and mass sign players to keep my rosters full. Not a super huge deal, but not something I really want to do.

I have this same problem. The lowest level team gets no players. I have ghost players turned off and have 1500 free agents.
