Owner demanding more attendance than stadium capacity

I am playing historical sim starting at 2005. In 2006, the owner issued a goal to increase attendance to 42k. The problem is, the stadium's full capacity is 34k.

Playing in the challenge mode, there is no way to edit stadium's capacity, thus ensuring that I would fail to meet the goal. While I don't usually care about meeting owner's goals, it is still nonetheless annoying to know that the game has set me up to fail.

Hopefully future changes to look into this. Thanks!
