A couple of questions

I've run several leagues but am seeing an odd message in the latest one that I started.

While trying to get a player and some cash from the other team for one of mine, it says Oakland cannot afford the player's salaries. I go to my financials and it says that I have 7.9 million for player and staff signings as well as 2.6 million projected budget room. It's doing it with every trade when I ask for $$$ from the other team in addition to the player. These are straight-up trades one for one and usually the guy I want has a lower or equal salary to my player.

Is there something in setup that I screwed up when I started this league?

I can't remember the other question now. Getting old.

There is indeed an issue with cash in trades- whenever cash is involved in a trade, and one team would have a deficit after the trade, the trade is not allowed by the game. I'm guessing, since your team is running a surplus, that you're trading with teams running a deficit- the bug crops up even if the team's deficit gets smaller because of the deal, which is clearly a bug. The issue has been logged and claimed fixed for the next patch, so soon we won't need to worry about it again (fingers crossed...!)

I'm not sure I understand as the other team in question has $475,440 in cash in trades for players with salaries <$100,000. And it says MY team cannot afford the players salaries. I have never seen this in my other leagues, though I have only been playing about a month.

Perhaps you're having a slightly different issue from the one I observed, and described in Tech Support:

I'm hoping with this now (claimed) fixed, there won't be issues with cash in trades in the next patch.
