Customization question

Enjoying the game so far. Vast improvement from the first version, which is very encouraging for the future of this game

Regarding customization... I don't see anywhere in the installed league files to edit the world, such as add a country, ethnicity, etc. I see the names files, colours, etc. but nothing regarding the world as a whole. Is that not available or am I missing something?

I had wanted to add a fictional country to the world and then create my fictional league in that country.

I was given a more technical answer when I had asked about this, but the long and the short of it is something to do with the way the world files exist doesn't allow for this to be edited as it is for OOTP.
